(Ghouls are described as resembling Ogre to some degree,so it is reasonable to assume that they are related in some way. Likewise with Chameleon Ghouls. Also it's not known for definite that Scotland is their native range.)

Myron Wagtail mentioning ogres in his song[src]

Ogres are magical creatures. Ron and Hermione saw an ogre-like being in the Three Broomsticks, during their first trip to Hogsmeade on 31 October, 1993.[1] The Weird Sisters reference to ogres in the song Do The Hippogriff.

It is possible that they are classified as beings by the Ministry of Magic.
