Rhys Ifans (born Rhys Owain Evans; 22 July 1968) is a Welsh actor who portrays Xenophilius Lovegood, Luna Lovegood's eccentric father and editor of The Quibbler, in Harry Potter and the Deathly Hallows: Part 1.[1]
