Shafiq was a British wizard born into the prominent Shafiq family, and a Ministry of Magic official.

In 1927, Shafiq attended a wizarding ball and stood socialising with Yaxley and his wife when the group was greeted by Theseus Scamander. Shafiq enthusiastically embraced Scamander, who congratulated him on "moving upstairs", possibly referring to a promotion at the British Ministry of Magic.[2]
