Shortbread cookies are a type of biscuit tradtionally made from one part sugar, two parts butter, and three parts flour. Shortbread cookies were sold at Florean Fortescue's Ice Cream Parlour in Diagon Alley.[1] Possible the cookies could have been sold from the trolley lady on the Hogwarts Express.
