Spell creation is the highly dangerous and mysterious art of creating new spells.
Nature
Only witches and wizards with great understanding of and skill on magic are known to be able to invent spells. It is unknown what the exact process is to creating spells other than crafting the wand movement and the incantation. What is known is that it is a very difficult, even dangerous process. If something goes wrong the results can prove fatal; an example of this is Pandora Lovegood's experimentation.[1]
