Talbott Winger's father was a wizard who opposed Lord Voldemort during the First Wizarding War, though neither he nor Talbott's mother joined any defence organisation.
Biography
He wrote for the Daily Prophet, and had at one point, snuck in his son Talbott Winger's poems to be published within.[2]
He and Talbott's mother were killed by Death Eaters, though their son managed to escape by transforming into his animagus eagle form.[3]

As Talbott was born in 1972 or 1973, the earliest he could have turned six was 1978. As such, Talbott's father was still alive in 1978.
