We have no descriptors from the book for Alecto to determine if she was young or old so it's possible, although she would have to be born before ~1905 to be a follower of Grindelwald making her over 90 by Deathly Hallows. From an out of universe perspective, as FB is a continuation of the film series, it would be a bit out of sync to have her be portrayed by younger women for both appearances in 1927 and 1997, so I doubt this Carrow is Alecto, but I could be wrong.
