In Year 7, Chapter 7, we hear from Moody during grinding that it is rare for criminals to appear before a "full Wizengamot", and that most of the Dark Wizards he captures are dealt with by the Council of Magical Law. This seems to indicate that the members that comprised the Council are on the Wizengamot, but that when they're down in the courtrooms while court is in session, they don't constitute the full Wizengamot?
As an interesting side note: We know that the Wizengamot functions as a combination of court and parliament, and in the fifth movie, the Wizengamot is also interestingly enough separated into people in black robes and head wear, and with a puce version of the same attire, which - given how in the fourth film the Council of Magical Law seems to have the same black robes minus the hats - suggests that black is the court, aka Council of Magical Law, puce is parliament, and a full Wizengamot is the complete assembly of both and constitute the high court of law. I misquoted Moody in the game. What he says is "The Magical Council of Magical Law tries the Dark Wizards I catch", and this blurb is followed up by one where he says "Most cases don't go before the whole Wizengamot." - No, it most certainly does not. We already know from Order of the Phoenix that cases rarely are brought before the full Wizengamot but, again, "not the whole Wizengamot" does not necessarily equal the Council of Magical Law (which could definitely be a special court of some sort).
- (By the way, not that even then the lines would imply what you are saying they do, the "blurbs" in question are random, single lines, not pieces of dialogue.
