Pottermore say Percival Graves was Head of the Department of Magical Law Enforcement of the MACUSA. But I'm inclined to believe the Director of Magical Security is a separate position he occupied at the same time. Based on the title, the Director of Magical Security is in charge of, as noted on the page, ensuring the safety of the American magical comunity, but a Head of Magical Law Enforcement would do more than that, and had someone other than Graves held the post, then they'd be anwarable to him as Head of Department. I believe he is refered to by the title of Director because that is the title most relevant to the current threat of the Second Salemers. Just a thought. Ninclow (talk) 20:37, October 6, 2016 (UTC)
