In-universe?[]
I am probably missing something, but is there any reason to believe that these charcters are actually "in universe"? It seems to me that these are probably just personal souvenirs made by the prop department, and not necessarily something created by JKR or the movie script writers. The ones with the same exact name as someone who worked on the movie seem to have their own profile in the movies - according to wikia. Since the Wikia also lists all the actors and some of the people who work behind the scenes in the movies, maybe list their fictional namesakes on their page? Every one of their fictional namesakes seems to link to their page, so if someone wants a full list of them, that would be the best way to go. Also, if they are all listed there, then someone else can go over them and see if there are really that many fictional namesakes or whether two entries represent two people spelling the same name differently or describing the same person differently.
