Organizing Porkeys?[]

So the staff of the Improper Use of Magic Office are authorized to create a Portkey, or did she merely locate suitable locations for the Portkeys to transport people at a safe distance from curious Muggle eyes? Do this mean that the Office predates the Portkey Office in the Department of Magical Transport? - User:Simen Johannes Fagerli

According to Pottermore, the very first Department in the Ministry was, in fact, the Department of Magical Law Enforcement, founded by the very first Minister for Magic, Ulick Gamp sometime between 1707 and 1718. Perhaps it should say that the Improper Use of Magic Office might pre-date the Department of Magical Transport itself, rather than just the Portkey Office?  - User:Simen Johannes Fagerli
That more of a leap of faith. You see, new offices within a Department can be created at any given time (i.e. Office for the Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects, in the Department of Magical Law Enforcement -- created in 1996), and it's entirely possible the Department of Magical Transportation might predate the Improper Use of Magic Office, even though the Department was created after the Department of Magical Law Enforcement. --  Seth Cooper  owl post! 17:44, January 24, 2015 (UTC)
I doubt it. The Office is one of several divisions tasked with maintaining wizarding secrecy, and the Statue was the first major law that wizarding Britian had to enforce upon turning from the Wizard's Council to a Ministry. I doubt the Council used 'departments', and safeguarding the newly decided statue of secrecy would be prioritized over how to help people get around by magic. Still, you could very well be right regardless, so you got a fair point. :-)
