House?

Why must he be in either Ravenclaw or Hufflepuff? Did JK Rowling state she created an even number of students for all houses? Do we know that two of the Ravenclaw students must have been moved to Ravenclaw? Otherwise he could be moved to any house. If her notes state Ravenclaw, then surely he is a Ravenclaw.
