Where in canon does it say that Thomas More was a wizard? His portrait might have hung to denote a influential Muggle affiliated with one or more wizards. He might have been a squib. Maybe some Muggle Studies professor commissioned it with Dumbledore's approval for academic reasons. To just assume he was a wizard seems a bit presumptious.
