This individual was a British Ministry of Magic official. On 2 September 1997, he passed by Harry Potter (disguised as Albert Runcorn) while under his Invisibility Cloak on Level One of the British Ministry of Magic. The wizard was murmuring instructions to a floating quill scribbling on a trail of parchment.[2]
