Authority vs Power
In the text of the novels, "Power" is used hundreds of time in regards to the rise of Voldemort and the Death Eaters. "Authority" is never used to describe their aims or intentions and the word "dominion" is never used once in any book. J.K. Rowling's words are far more precise so let's stick to them.
