Victor was a French wizard who was the French Minister for Magic in 1932.[1]
Biography[]
During the 1932 International Confederation of Wizards' Supreme Mugwump election, Victor, Vogel, Fischer and Ida Webb watched in horror as Gellert Grindelwald marched through the streets with his supporters, but Anton Vogel assured that allowing Grindelwald to run in the election was simply a way to allow his supporters to express their views democratically without resorting to violence, and that he wanted him to lose the election.[1]
Victor attended a special Candidates' Dinner for the International Confederation of Wizards. He later attended the walk of the Qilin in Bhutan. At the end of the ceremony, he witnessed Grindelwald leave after duelling Albus Dumbledore, being defeated by Vicência Santos, and being assaulted by nearly everyone on the top of the stairs leading up to the Eyrie.[1]
